MINUTES OF UPTON PARISH COUNCIL MEETING, HELD ON 13.9.11

Members present P.Rushton, chair, P.Fotheringham v.chair, J and L.Alsop, T.Hall, D.Spittlehouse and R.Bowles.

Apologies from J.Milne WLDC.
5 members of public attended
Forum
Burial ground and headstones queries by a family.  This to be discussed by burial authority.
Concern from residents on Church Road re planning 2 letters send to West Lindsey from residents.
POLICE pcso Melony Goodhall attended and gave out crime prevention publicity. 
She also took on board the dangerous state of roads in village due to parking.
Melony does attend coffee and chat mornings in the Village Hall.

ROAD SAFETY PARTNERSHIP.
Clerk to report, AGAIN, white lines on Padmoor/High Street junction and report potholes and curb on Padmoor Lane.

FULL MEETING

Declaration of interest R.Bowles on planning, P.Rushton, clerk salary.

WEB SITE updated

Footbpath 50 to be cleared and levelled.

Churh yard

Some headstones had been laid down as unsafe.  Wall is to cost £20.000 or £2,000 if wired.

BURIAL GROUND discussed in forum.

VILLAGE HALL D.Spittlehouse had attended the village hall meeting in July.  Rent paid to council (90p)  Store cupboard to be extended.  Surevey done for future requirements.  Door into Committee room to be installed.  October T.Hall.  November R.Bowles

FINANCE Clerk Clerk £230.25 N.Dann $40.00 Clement Keys audit £144.00

All agreed that the precept stay the same as last year at £5,250.00

Agreed to employ N.Dann as gardner and odd job man at a rate of £8.00 per hour.

Lodge Lane – to see Len Stonehouse about strip down road.

PLANNING.

Observation re the planning for one dwelling on Church Road were recorded.

List of objections are in planning book.

DATE OF NEXT MEETING NOVEMBER 8TH 7P.M. FOR forum followed by council meeting

Special meeting held on 27/09/11 PLANNING FROM C.C. for extending the recycling site at Heapam.

Concerns that the traffic to recycling site will be to much for village.

Councillors agreed in principle re the recycling.

The residents of the village have had plans turned down with the increase in traffic as a reason for refusal.
Roads in bad repair.
To ask for a feasibility study of the road network in the parish.
Seed restrictions on lorries and tractors using the roads.
The council strongly objected to all this traffic coming through the small village.
Parking in village in unsafe as it is.
